The Michigan Public Health Institute (MPHI) and the Michigan Department of Community Health (MDCH) have issued a Request for Proposal (RFP) for 15-month projects in support of the Michigan Colorectal Cancer Early Detection Pilot, which is designed for Michigan residents who are without health insurance and whose income is at or below 250 percent of the federal poverty level. The RFP is only available electronically on this Web site (www.michigancancer.org).

MPHI and MDCH announced the RFP April 13 to local public health departments and MCC member organizations in eligible jurisdictions. (Among the eligibility requirements for this project are the fact that applicants must serve residents of counties with a 10-year mortality rate per 100,000 that is greater than the overall rate for Michigan for 1993-2002. An applicant also must be either a Breast and Cervical Cancer Control Program local coordinating agency, an MCC member organization, or both. MCC membership must be current as of March 31, 2005 in order to be eligible to submit a proposal.)


The expected outcome of the project will be a better understanding of how to provide colorectal cancer early detection services to Michigan residents who have no health insurance and who meet income requirements. Results of this pilot will guide future expansion of the program to many more sites and potentially, the entire state. In order to have successful expansion of colorectal cancer early detection in Michigan, many areas of public health programming will need to explored and evaluated.

Those applicants that submit a successful proposal and are selected for funding will be responsible for two phases:

  • Phase I: Planning (July 1, 2005 - Sept. 30, 2005), and

  • Phase II: Implementation (Oct. 1, 2005 - Sept. 30, 2006).

Project Funding
This project will award:

  • up to $10,000 each in Phase I: Planning funding for up to four pilot sites, and

  • up to $100,000 each in Phase II: Implementation funding for up to four pilot sites with caseloads of 150 clients each.

The funding is to be used to provide colorectal cancer early detection services following the MCC Guidelines for the Early Detection of Colorectal Cancer.

Pilot sites will provide FOBT screening to asymptomatic residents of average risk and appropriate endoscopic services to persons who are at above-average risk or are symptomatic.

Program Timeline

  • Two informational conference calls for potential applicants were held on Monday, April 18, 2005 and Thursday, April 21, 2005. (Please Note: Out of fairness to all eligible applicants, no questions will be taken outside of the two scheduled conference calls.)

  • Interested applicants must submit a Notice of Intent to MPHI by 5:00 p.m. on April 29, 2005.

  • All proposals for these funds must be submitted to MPHI by 5:00 p.m. on May 20, 2005.

  • Award letters will be sent on or about June 13, 2005.

  • Contracts for Phase I: Planning will be drafted for signature by July 15, 2005.

    Contracts for Phase II: Implementation will be drafted for signature by Oct. 15, 2005.

  • Contracts for Phase I: Planning are expected to begin July 1, 2005 and extend through Sept. 30, 2005.

    Contracts for Phase II: Implementation are expected to begin Oct. 1, 2005 and extend through Sept. 30, 2006.
